The goodness of a quote is really objective. But if the quote really is amazing (like you said, better than the top quotes) then something else must be missing. Maybe it's a fancy profile or a large network or friends? One of the problems that I had with getting top quotes was that, being Australian, I kept posting quotes in off peak times. Also, if you don't have a large follower base, you need to get ome by posting quotes pretty regularly unless your quotes really are that mind blowingly awesome. Make your quotes to your advantage. I'm not good at talking about feelings and stuff so I try not to post about them.

No, no, no! I never meant people should be treated unequally. I know I am a bit naive but I believe that we all start off on base zero. We are equal. Our witty popularity is determined by the way we take our opportunities and how we conduct ourselves. If you want to see a place where there's total equality, just go to the newest quotes section? Awwwwwh I can't believe I'm here!
And, to people who disagree with this idea, I'm not going to say that I don't think there's anything wrong with this idea. I just don't see what's SO wrong about it.
There is a popularity ladder here and it's obvious. But these people don't get there for nothing. (I don't want to sound boastful but...) I didn't get where I am for nothing. I know I haven't been on witty for as long as some people and I haven't posted as many quotes but I've never asked for follwers or anything because I believed in myself. I worked hard on my quotes and it caught the attention of some people.
Want to be witty popular? Be the best person you can be. Make quotes that you think deserve to be at the top rather than try bring the people already there down.
Some people probably think I'm naive but HARD WORK really does pay off.
