mattys dialogue is present tense because at the time he obviously said it in the moment. past tense is probably used because this is being looked back on by hollie, our narrator

Yeah, but the tenses switch in the actual story too, not just the dialogue.

because looking back on a memory and flashbacks are different in writing and there are both in the story

But it doesn't only change when looking back on something. Like the first line says, "I sit down" but the fourth line says "I picked at my food".
