Well, the escalator must be "moving up" to counter the downwards motion of the slinky. Also, the rate the slinky falls and the movement of the escalator have to be exactly the same or the slinky will end up at the top or the bottom or the escalator.
When you have achieved these optimum conditions, you shall have ever-lasting fun.
