for the same reason 12 isn't pronounced; onety-two. & 13 isn't; onety-three. & 14 isn't; onety-four. & 15 isn't; onety-five. & 16 isn't; onety-six. & 17 isn't; onety-seven. & 18 isn't; onety-eight. & 19 isn't; onety-nine.
