Thank you for stating your opinion.
The meaning of this quote is that preteens look up to us teenagers.
When preteens see us teenagers doing the things listed in this quote they're going to want to do them too since they look up to us. They'll think that if they do these things too then they'll be "cool".
Many teenagers that do these things wonder why their younger siblings are doing these things too. Its because their younger siblings look up to them and want to be like them.
If you're drinking underage in front of your younger siblings to the point where you're vomiting everywhere and passed out then you're setting a bad example for your siblings.
My older brother's friend used to drink alcohol and do drugs in front of his younger brother. Recently he stopped drinking and doing drugs, but now his younger brother drinks and does drugs. My older brother's friend set a BAD example for his younger brother.

I understand what you're saying. I'm just pointing out that wearing a lot of makeup and wearing revealing clothes isn't a bad thing.
On the other hand, yeah, teenagers who do rugs and drink are setting a bad example but, its's the parents's responsibility to make sure the younger kids don't.

When I first glanced at this quote, I thought it said "wears inappropriate makeup in front of preteens," and I was trying to envision what exactly that would be.

I think that wearing makeup (no matter how much it is) and wearing revealing clothes is a personal choice and we really shouldn't shame people for it. So is promiscuity, as long as its safe, legal and consensual. Also, the preteens probably shouldn't be getting alcohol or cigarettes in the first place. I don't really see what the problem is other than hypocrisy. It's not setting a "bad" example, anyway, if the parents are concerned, they should probably handle their kids.
