It's because while you sing you elongate the vowels in your words, thus making any person with an "accent" not have one.

Okay I'm gonna sound all weird when I say this but I was working with my singing teacher and I asked her the exact same question because I didn't know either and appaarently it's because when you lift your soft pallat (however you spell it) when you're singing, it takes away the accent or something... close to that anyways, haha.
