well muslim woman are supposed to be modest
they have to cover thier hair
they can only show forhead to chin just like a hijab
can only show thier feet not above thier ankle
if that makes sense

I think part of it is also a religious thing. I have a friend who met his religious cousin (most of his family isn't) and she was wearing one of those and when they were talking about how they finally met each other he said "I haven't fully met you until you take that off" and she said "Only if we're married".
