You seem to be a very confusing situation :\
Talk to the guy, and tell him about your feelings- don't be harsh, because you don't want to upset him too much or anything
Try to help him out a little; maybe help him find new/good friends?
Or maybe, like @CocoBench said, tell him that you seriously don't want to be with him.

I think what CocoBench said is pretty good. You could also just put yourself in his shoes. It might sound stupid, but if you were in this situation, how would you want someone to let you know? Hope this helps & good luck(:

How about saying something like 'I understand your having a tough time and I'm sorry but I don't think I'd be the best friend for you right now'
