Well maybe he's just saying that because he doesn't have a date.
Here's what I would do:
-Ask him if he would go if he had a date
-If not ask him what he would rather do
-Maybe if you really like this guy you will have to make a sacrifice and hang out with him instead of going to formal. I know it sucks but you have to think of the long term. Maybe he could become your boyfriend and that's better the formal :)

are you kidding? he wont do that unless hes a complete....., guys know how hard it is to ask someone out sometimes. they dont like rejection either. He will say yes unless he has a date or cant go...
