this happened to mee soo many times before . truuuuuuuust mee . dont sweat it . talk to him about ita nd see what he thinks, like how much he likes you. and if he likes you back then tell him . mabye something will happen (;

same thing just happened to me. i guess it all depends if you like him back or not. if you don't, don't lie to him, but tell him in a nice way. if you guys really are best friends, then if won't put your friendship in danger if you say no. hope this helped... good luck!
