Talk to him in person and tell him exactly how you feel. Tell him how hurt you were when he said he liked you, but then later said he couldn't be with you. Let him know that you have feelings and are hurt. Don't wait because the sooner you say it the better. If he says he doesn't feel that way anymore, just let him know that he's missing out and one day he will want you back, but you won't want him. You deserve the best always <3

i know you probably want to take him back. you think about all the nice times you guys had together and it makes you miss him and want him back, but think about it. think about how much he hurt you and how many nights you cried over him. if he truly was sorry he would come talk to you in person instead of making your best friend the middle person. think about what you deserve. <3
