One of the most unique aspects of the United States of America government is the concept of citizen rulers. When our founding fathers set up the presidency, they attempted to correct perceived flaws and abuses of European models and refocus the center of power in government on the electorate rather than on the elected. The pilgrims and immigrants that made up this country witnessed abuses by career politicians and Kings in their homelands. Unlimited power and abuse of the people was the main reason that caused so many to flee Europe, Central Asia and other parts of the world to seek a land where it was the people who were the center of the governments will, not the arbitrary ideas of a king who was cut off from the real needs of the people he served. Throughout our history, career politicians have been disconnected from the people they serve. Here are the events that led to the passage of the 22ND amendment.
The limitation of service as President of the United States to two terms was, until the 22nd amendment, a matter of custom not law. It began when George Washington refused to run for a third term. In 1932, Franklin D. Roosevelt was elected President and re-elected in 1936. When it came time for the Democrats to nominate a candidate for the Presidency in 1940, two significant things happened. First, the Republicans had made great gains in Congress in the 1938 elections and war had engulfed Europe and the Pacific. A change away from Roosevelt, who led the nation through the Great Depression, did not seem wise. He was nominated for a third term, and won. It was not a landslide victory and many historians believe he would have lost the election had it not been for World War II. When 1944 rolled around, changing leaders in the middle of World War II, which the United States was now fully engaged in, seemed unwise, and Franklin D. Roosevelt ran for and was elected to, a fourth term (Spalding 2005).
Following the death of Franklin D. Roosevelt, President Harry S. Truman established the Hoover commission in 1947 to recommend administrative changes in the Federal Government of the United States. Limiting presidential terms was one of 273 recommendations submitted to Congress (Library of Congress 1957). It was one of the first items taken up when the Republicans took control of Congress following the 1946 elections. On March 21, 1947, Congress passed the 22nd Amendment; it was ratified by forty-one of forty-eight states on February 27, 1951.

    Bullying.
Bullying is a disgusting, terrible, horrid habit to have. I feel like if you want to say something to somebody, keep it to yourself. Those short words you said to that person, could cause them to commit suicide, hurt themselves, and feel insecure. Why bully someone? Do you feel insecure about yourself? Are you having problems at home? Well that’s no excuse. The smallest thing could become a lot bigger in the world of bullying, and not enough people realize the little things. Not enough people realize that the words they say leave scars that last a lifetime. Not always physically, but emotionally too.
How would you feel, if the boy you called fat in homeroom today, didn’t show up to school the next day, because he committed suicide? How do you think you would feel knowing YOU were the reason a perfect human being killed himself? Suicide isn’t uncommon, in fact it happens a lot more than you might think. Suicide is the third leading cause of death among teenagers, resulting in about 4,400 deaths per year. For every suicide among teenagers, there are at least 100 suicide attempts. Over 14 percent of high school students have considered suicide, and almost 7 percent have attempted it. Do you want to be known as the horrible person who caused a young boy to kill himself? What would you do, if your son came home from his first day of school in tears, “Daddy, Mommy, the kids at school don’t like me. They’re teasing me.” What would you do if that same boy came home every day up until his Junior year in High School, and didn’t say anything to you. You go upstairs one night to get him for dinner, and he’s lying on his bed, unconscious. Remember, when you bully someone, that’s some body’s son or daughter.
People, who have never been bullied, tend to think that getting over cruel words is easy. Standing up for yourself should be easy. Although, would they know how it feels? How it feels to go home every day crying, to wake up every morning, look in the mirror and ask yourself why the kids at school don’t like you? No, they wouldn’t. Though it’s expected, because if you’ve never been put through that kind of pain, than how would you know what it feels like? Bullies don’t realize that the little things they say to someone could potentially end up being a lot more than a “joke”. They don’t think before they speak, and that’s not acceptable. Back in 2010, Harry Potter star, Daniel Radcliffe, took a stand against bullying. “These young people were bullied and tormented by people that should have been their friends. We have a responsibility to be better to each other, and accept each other’s differences regardless of sexual orientation, gender identity, race, ability, or religion and stand up for someone when they’re bullied.” Even celebrities notice the little things, now it’s your turn.
Everyone should have confidence, but unfortunately most of us don’t. Bullies have this way, of digging down so deep into some body’s skin, that at some point that person just gives up. They’re thinking Maybe I am stupid, I am fat, I’m not good enough. Nobody should have to feel that way. Nobody should think that about themselves. A perfectly happy girl, could be completely broken down, all because you told her she wasn’t good enough. Imagine this, the girl you called loser, fat, ugly, freak, worthless, she stops coming to school. That girl could have been an A plus student, and you just ruined not only her life right now, but her future. You breaking her down every single day more and more piece by piece, caused that girls whole life to get put on hold. She could have been a doctor, or a lawyer. Her life could have been what yours would’ve never been, and by tearing her apart, you completely shattered her future. And that boy you called stupid could be your boss one day. Never thought of it that way did you?
Please, think before you speak. Think before you do anything. If you’ve ever physically or mentally bullied someone, leave this class and go apologize to that person. Be the person you’d want your kids to be. If you see someone being bullied, don’t just watch. Do something, make a stand. You doing that could potentially save someone’s life later on. I hope you’ve learned something from this speech, and take what I’ve told you seriously. Please, don’t just brush it off. Bullying is the third leading cause of teenage deaths, 1 out of 6 kids get bullied daily. Approximately 160,000 kids stay home from school every day in fear of being bullied. Don’t be the reason why someone stays home, kills there self, feels insecure, or starts failing classes. I don’t think anybody could ever get over that kind of guilt. Take what I said, and make a difference. Stop bullying.
