I think you should mention to him that you'd like to go, but in the nicest way possible.
Or, suggest that he brings along another gut friend that doesn't have a date, so its be more of a group of friends hanging out vs. one guy with two prom dates (when he has a gf)

they probably sincerly want to just go as friends, so you shouldnt worry and if you think they'll do something you shouldnt be in a relationship and tell him to try to find some of his guy friends to take them and then he could take you! and you could all go as a group of 6
