If he has to take time to decide if he likes you or not, I personally don't think that he's worth it. And yeah, I would deffinately talk to your mom. She obviously loves you. Stay strong!<3

talk to your mom. that's the most important part. tell her you love her & what you like & dislike about her actions twords you.
Now about the guy problems ; be with whoever makes you happy. you may lose some friends but that just proves that they aren't exactly the best friends for you. once you find that one boy, tell him how you feel. make him your best friend. love him as much as he lets you & expect the same from him.
