This quote isn't "witty." Nothing on the surface of a person's body makes them either good or bad. That is determined by what is in one's heart and the words that proceed from it." If they want to make a statement about a churchgoer they knew who judged someone with tattoos and piercings, that's one thing. But the inference that most churchgoers are judgmental is, in itself, an erroneous judgment. Most of the churchgoers I'VE known--and I've known MANY--were no more judgmental than anyone else.
As a Christian, I have posted the quote by evangelist Billy Sunday, "Going to church will no more make you a Christian than going to a garage will make you a car." It wasn't judgmental, since I go to church, and it had a purpose at the time and place it was made. But for a non-churchgoer to say it would be a judgment of an entire group other than one's own. The tattoos and piercings have nothing to do with one's niceness, any more than church attendance has to do with making one judgmental. People in general are nice or judgmental apart from those things, and most people are both at some point in time.
To me, the quote is hateful of those who go to church, and promotes prejudice, too much of which already exists.
